Leon Black Faces Congressional Contempt Over Jeffrey Epstein Investigation

Published

on

Billionaire investor Leon Black is facing a major congressional showdown over his relationship with Jeffrey Epstein after lawmakers accused him of refusing to comply with subpoenas seeking testimony and documents.

The House Oversight and Government Reform Committee voted 41–0 on September 15 to recommend that the full House hold Black in contempt of Congress. The following day, the House approved the contempt resolution by unanimous consent and referred the matter to the Justice Department.

Why Congress is investigating Black

Black, the co-founder and former CEO of Apollo Global Management, had a longstanding personal and financial relationship with Epstein.

According to an independent review commissioned by Apollo, Black paid Epstein about $158 million between 2012 and 2017 for tax, estate-planning and related professional services. The House Oversight Committee says its own investigation has identified payments totaling more than $158 million and potentially exceeding $170 million.

The payments have attracted renewed scrutiny because they continued after Epstein’s 2008 conviction for soliciting prostitution from a minor.

Black has denied knowing about Epstein’s criminal conduct and has denied wrongdoing related to Epstein’s sex-trafficking activities. The Apollo review also reportedly found no evidence that Black participated in Epstein’s criminal activities.

The NDA dispute

The immediate congressional fight centers on nondisclosure agreements, or NDAs, connected to Black, Epstein and Ghislaine Maxwell.

Black voluntarily appeared before the Oversight Committee for a transcribed interview on June 26. According to the committee, he declined to answer questions concerning the NDAs.

Lawmakers subsequently subpoenaed Black to provide relevant documents and appear for a deposition. The committee postponed the deposition at his request, moving it to September 3.

Black ultimately did not appear for the scheduled deposition and, according to the committee, provided only one NDA. He also filed a lawsuit challenging the committee and Chairman James Comer.

The bipartisan 41–0 vote

The committee’s September 15 vote was unanimous, with Republicans and Democrats supporting the contempt recommendation.

Committee Chairman James Comer said Congress needed answers about Black’s relationship with Epstein and argued that congressional subpoenas must be followed.

Democratic Ranking Member Robert Garcia also supported the action, saying congressional subpoenas are not optional.

The next day, the full House approved the contempt resolution through unanimous consent. Because it passed that way, there was no formal roll-call vote.

What happens next?

The House referral does not automatically mean Black will be prosecuted.

The matter has been sent to the Justice Department, which will determine whether further criminal action is appropriate. A congressional contempt referral can lead to prosecution, but the Justice Department retains discretion over whether to pursue a case.

Black’s lawyers have strongly criticized the congressional proceedings and said they intend to continue challenging the committee’s actions in court. They have argued that Congress has abused its authority and that the allegations do not accurately reflect the facts.

A wider Epstein investigation

The Black dispute is part of a broader congressional investigation into Epstein, Ghislaine Maxwell and the government’s handling of their criminal cases.

The investigation is examining relationships between Epstein and wealthy or influential people, as well as whether government agencies adequately investigated his activities and protected survivors.

For Black, the central questions now concern the documents Congress is seeking, the reasons for his refusal to comply with the subpoenas and whether the Justice Department will take further action.

The 41–0 committee vote and subsequent House action mark a significant escalation, but they do not themselves establish that Black committed any criminal offense. The allegations and congressional claims remain separate from any eventual legal finding.
